Hemel is two towns in one job list. There is the post-war new town, laid out in neighbourhoods with its own road hierarchy, and there is the commercial Hemel: Maylands, the estates off the A414 and the M1 junctions, which together make one of the largest employment areas in this part of Hertfordshire. Those estates are full of vehicle entrances, controlled car parks and yards that have to keep moving.
